A classification scheme for deep seafloor habitats ArchiMer
Greene, Hg; Yoklavich, Mm; Starr, Rm; O'Connell, Vm; Wakefield, Ww; Sullivan, De; Mcrea, Je; Cailliet, Gm.
A standard, universally useful classification scheme for deepwater habitats needs to be established so that descriptions of these habitats can be accurately and efficiently applied among scientific disciplines. In recent years many marine benthic habitats in deep water have been described using geophysical and biological data. These descriptions can vary from one investigator to another, which makes it difficult to compare habitats and associated biological assemblages among geographic regions. Using geophysical data collected with a variety of remote sensor systems and in situ biological and geologic observations, we have constructed a classification scheme that can be used in describing marine benthic habitats in deep water.

This study compares the details and performance of fisheries management between the EU and a selection of other countries worldwide: Iceland, New Zealand, and Australia, which are considered in many respects to be among the most advanced in the world in fisheries management. Fisheries management in the EU, Iceland, Australia, and New Zealand has developed following different paths, despite being based on similar instruments and principles. Iceland, Australia, and New Zealand have been at the forefront of developing management practices such as stakeholder involvement, legally binding management targets (Australia, New Zealand), individual transferable quotas, and discard bans (Iceland, New Zealand). The EU has since the beginning of the 21st century taken...

A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay ArchiMer
Macher, Claire; Guyader, Olivier; Talidec, Catherine; Bertignac, Michel.
The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Based on a bio-economic simulation model, the paper analyses the...

A Fisheries Co-management Case Study from The Gambia OceanDocs
Njie, M.; Mikkola, H..
User involvement in fisheries management has been around for some time, but few analytical papers have been published on the subject in Africa. Most of these initiatives fall under the rubric of co-management. But what is the concept of co-management in theory and how does it work in practice? In reviewing a comprehensive artisanal fisheries development project, we will attempt to answer this question in the context of The Gambia.

A fleet-metier based approach of the small scale fishing activity in the French West Indies ArchiMer
Guyader, Olivier; Reynal, Lionel; Demaneche, Sebastien; Berthou, Patrick; Daures, Fabienne.
The development of the ecosystemic approach for fisheries supposes to improve integrated analysis of fisheries by considering the biological as well as the socio-economic dimensions of the exploitation. A prerequisite for integrated analysis is the improvement in the knowledge of fleets structure, fleet evolution and allocation of fishing effort in the different fisheries. However, small scale fisheries are often characterized by a lack of knowledge on the vessel fishing activity. This paper first presents a data collection methodology recently applied in the French West (Guadeloupe and Martinique) for the follow up of the whole vessel population. Based on a statistical analysis of these data sets, the paper develops a fleet-metier matrix giving the...

Ability of spatial indicators to detect geographic changes (shift, shrink and split) across biomass levels and sample sizes ArchiMer
Rufino, Marta; Bez, Nicolas; Brind'Amour, Anik.
Spatial indicators are widely used to monitor species and are essential to management and conservation. In the present study, we tested the ability of 11 spatial indicators to quantify changes in species’ geographic patterns: (1) spatial displacement of a patch of biomass (‘shift’), (2) a spatial decrease in a patch, accompanied either by a loss of biomass (‘shrink0’) or (3) a relocation of the same biomass (‘shrink1’), and (4) splitting of a patch into smaller patches (‘split’). The geographic changes were simulated by manipulating the spatial distributions of the demersal species (observed during bottom trawl surveys). Hence, the spatial distributions of the latter being used as input data on which the manipulations were done. Additionally, other aspects...

Addressing transdisciplinary and participation issues to cope with rapid changes shifting marine social ecological systems ArchiMer
Guillotreau, Patrice; Trouillet, Brice; Mahévas, Stephanie; Pardo, Sophie.
This special section is derived from an international transdisciplinary Conference (OCEANEXT) held in 2016. It aimed at contributing to explore new initiatives mixing up scientific expertise and a participatory approach of stakeholders. This conference also ended the COSELMAR project (2013–2017), having brought together almost 170 researchers and resulted in 360 publications and communications. In this special issue, a panel of few communications were converted into peer-reviewed contributions focusing on the need for effective monitoring ahead of potential outbreaks to enhance the adaptive conditions for coastal communities and for more participation of stakeholders in the governance of social ecological marine systems. These few examples witness that...

This work investigated adult-mediated connectivity and spatial population structure of sardine in the European Atlantic waters. The spatial and temporal progress of cohorts was modelled using abundance-at-age survey data by area in the period 2000 to 2016, covering the region from the northern Bay of Biscay to the eastern Gulf of Cadiz. A novel methodology was used to calculate indices of cohort movement between areas. Movement was relatively low between three large regions, the Bay of Biscay, the northern Spanish and Portuguese waters and the Gulf of Cadiz, each hosting a recruitment hotspot. On the other hand, one half of the sardines recruited in North Portugal and a quarter of those recruited in Southwest Portugal moved to northern Spanish waters and...

An adaptable toolkit to assess commercial fishery costs and benefits related to marine protected area network design ArchiMer
Daigle, Rémi M.; Monaco, Cristian; Elgin, Ashley K..
Around the world, governments are establishing Marine Protected Area (MPA) networks to meet their commitments to the United Nations Convention on Biological Diversity. MPAs are often used in an effort to conserve biodiversity and manage fisheries stocks. However, their efficacy and effect on fisheries yields remain unclear. We conducted a case-study on the economic impact of different MPA network design strategies on the Atlantic cod (Gadus morhua) fisheries in Canada. The open-source R package that we developed to analyze this case study can be customized to conduct similar analyses for other systems. We used a spatially-explicit individual-based model of population growth and dispersal coupled with a fisheries management and harvesting component. We...

An evaluation of changes in stock productivity and consequences for management. An example based on North Atlantic albacore Thunnus alalunga ArchiMer
Kell, Laurence T; Fromentin, Jean-marc.
Reference points are important elements of fisheries management and the supporting scientific advisory frameworks. However, fish stocks can fluctuate extensively over a large range of spatial and temporal scales independent of human exploitation and there has been a classical tendency to assume a dichotomy, i.e., that changes in fish populations are primarily attributable either to exploitation or to environmental variability. Therefore we look at variability in surplus production and examine the relative impacts of the environment and exploitation on the productivity of North Atlantic albacore (Thunnus alalunga). The analysis revealed that variations were driven by environmental effects. It was also found that substantial variations in time-series of...

An Optimization Model for the Banana Northern Prawn Fishery AgEcon
Valle de Souza, Simone; Gondro, Cedric; Cacho, Oscar J..
This study presents an optimal control model of the Banana Northern Prawn Fishery, one of the most important fisheries in Australia. The life cycle of this species involves migration between the sea, where the catch takes place, and the estuary, where post-larvae and juveniles develop. The model combines a stage-matrix population dynamics model and an economic model of sustainable catch. The controls involve the amount of effort allowed and the length of the fishing season. Life stages are defined in terms of prawn size, allowing catch revenue to be adjusted to the expected proportion of specific sized classes caught in a particular month of the year, hence providing a more realistic projection of profits when price is influenced by size. The model is...

Since a report by the European Court of Auditor in December 2007, EU officials have been suggesting that the failure of the Common Fisheries Policy (CFP) results from too much non compliance and a weak and inefficient enforcement system. As a result, a stakeholder consultation was organised EU-wide, and a new control regulation has been presented by the European Commission in autumn 2008. The objective of the paper is to discuss the reality and the scope of this assertion in the situation of a French coastal fishery managed through effort control (the Saint-Brieuc scallop fishery). Key outlines of the French control strategy are presented for the first time, based on an extensive work with the key stakeholders (national and regional administrations and...

Area-based management and fishing efficiency ArchiMer
Marchal, Paul; Ulrich, Clara; Pastoors, M.
The scope of this study is to investigate the extent to which area-based management may have influenced the fishing efficiency of the Danish and Dutch demersal fleets harvesting cod, plaice and sole in the North Sea. Special consideration is given to the 'plaice box', a restricted area where fishing is prohibited to towed-gear fleets of horsepower exceeding 300 hp. An index of fishing power is calculated as the log-ratio between the catch per unit effort (CPUE) of any vessel and some survey abundance index. Annual trends in fishing are calculated as the year-effect derived from a general linear model (GLM) analysis of the index of fishing power. The fishing efficiency of Danish gill-netters and, to some extent, Danish seiners, has overall increased inside...

Bioeconomic analysis of protected area use in fisheries management AgEcon
Greenville, Jared W.; MacAulay, T. Gordon.
Protected areas in fishery management have been suggested to hedge management failures and variation in harvests. In this paper, a stochastic bioeconomic model of a two-species fishery in the Manning Bioregion is used to test the performance of protected areas as a management tool in a fishery. The establishment of a protected area is analysed under the assumption of heterogenous environments that are linked via density-dependent or sink-source stock dispersal relationships. The sensitivity of the results to different degrees of management is also explored. The model is applied to the Ocean Prawn Trawl, and Ocean Trap and Line fisheries within Manning Bioregion in New South Wales, Australia. The focus of the study is placed on the biological and...

Can fisheries-induced evolution shift reference points for fisheries management? ArchiMer

Biological reference points are important tools for fisheries management. Reference points are not static, butmay change when a population's environment or the population itself changes. Fisheries-induced evolution is one mechanism that can alter population characteristics, leading to "shifting" reference points by modifying the underlying biological processes or by changing the perception of a fishery system. The former causes changes in "true" reference points, whereas the latter is caused by changes in the yardsticks used to quantify a system's status. Unaccounted shifts of either kind imply that reference points gradually lose their intended meaning. This can lead to increased precaution, which is safe, but potentially costly. Shifts can also occur in...

Can the Threat of Economic Sanctions Ensure the Sustainability of International Fisheries? An Experiment of a Dynamic Non-cooperative CPR Game with Uncertain Tipping Point ArchiMer
Selles, Jules; Bonhommeau, Sylvain; Guillotreau, Patrice; Vallee, Thomas.
Complex dynamic systems such as common-pool resource systems can undergo a critical shift at a given threshold, the so-called tipping point, which potentially requires substantial changes from the management system. We present in this research a framed laboratory experiment design to examine how the threat of economic sanctions influences the strategic management of a common-pool resource. We use the context of the East Atlantic bluefin tuna international fishery as it has been the archetype of an overfished and mismanaged fishery until a dramatic reinforcement of its regulations followed the threat of a trade ban. We consider endogenous threats and examine their effects on cooperation through harvest decisions taken in the context of non-cooperative game...

This work is the result of collaboration between the English, French, Channel Isles and Belgian laboratories which are involved in a study of the English Channel. Its subject is the activities of fleets and fleet interactions, and it complements other work on the biogeographical identification of Channel fish and shellfish stocks (published), and on modelling the fleets' interactions as they exploit the resources (in preparation). The concept of a métier is defined as being the use of one fishing gear to catch one or several species targeted during a particular season in a given area. On this basis, 74 métiers were identified during 1989-90. For each métier we give a brief description of the catching gear, the target species and most usual by-catch, the...

Catch-quota balancing in mixed-fisheries: a bio-economic modelling approach applied to the New Zealand hoki (Macruronus novaezelandiae) fishery ArchiMer
Marchal, Paul; Francis, Chris; Lallemand, Philippe; Lehuta, Sigrid; Mahevas, Stephanie; Stokes, Kevin; Vermard, Youen.
Managing adequately the exploitation of commercial species subject to technical interactions is a key step towards the ecosystem approach to fisheries. We evaluate here, using a bio-economic modelling approach building on the ISIS-Fish simulation platform, the relative impact of total allowable commercial catches (TACC) and of taxes applicable to over-quota landings (deemed value) on the sustainability of a selection of species exploited by the New Zealand hoki (Macruronus novaezelandiae) fishery. We investigate some aspects of the hoki mixed fisheries, consisting of four fleets and nineteen metiers, by considering the technical interactions between hoki and Southern hake (Merluccius australis).
